Nov 2011

The City of Glasgow College is delighted to announce that the plans to build our new £200million campus has been given the go ahead.

This pioneering project will allow for state-of-the-art buildings to be created on existing college land in the city centre on Cathedral St and on the banks of the
River Clyde.

The project has been in the planning stage for many months and will now commence the procurement process under the Scottish Government’s NPD framework with construction set to begin in summer 2013, with an expectation of 36 months to complete. The college is committed to ensuring business as usual and that any disruption will be kept to a minimum for both staff & students.

City of Glasgow College is the largest college in Scotland delivering to circa 32,000 students, including 40% from Scotland’s most deprived areas. The new estate will allow the City of Glasgow College to realise its educational vision and provide the learning community with fit for purpose facilities. The investment will deliver significant educational benefits, improve efficiency and effectiveness and create a sustainable estate that evidences the Scottish Government’s commitment to education, regeneration and carbon reduction.

The new campus supports a wide range of priorities and policies for the Scottish Government, the Scottish Funding Council and Glasgow City Council.

The NPD Procurement Framework

The Non-Profit Distributing (NPD) procurement model features the use of the private sector, normally in the form of a special purpose company, to design, build, finance and maintain the estate development.   The College repays for capital costs over a 25 year period through a Unitary Charge once the buildings are in use.  Ownership of the buildings remains with the College during the construction and throughout the contract period.
